Watch The Video BILLINGS – A new contract not only promises to breathe life into the empty Hardin jail, but to expand it as well.Two River Authority officials have entered into a 10-year contract with an out-of-state security firm to bring 1,000 prisoners to the Hardin jail by mid March, but law enforcement has never heard of the firm.
After sitting vacant two years after completion the Hardin jail will now house prisoners provided by California security firm American Police Force. “I am just thrilled for the city of Hardin and I can’t wait to see it all just come together,” said Executive Director Greg Smith. “We did research for the past 11 months. It’s very good it’s a beautiful prison and I’m surprised its been empty for the past 2 years,” said an American Police Force spokesperson who wanted to stay anonymous for security reasons.
Smith says the group contacted him during the media stormed that surrounded the prison when officials asked the government to house Gitmo prisoners there. The security firm visited shortly after and the agreement was signed in early September. But the group is an unknown to both the U.S. Marshals and the Federal Detention Trustee and when you search their website the group mentions nothing about holding detainees or prisoners.
In fact, the website features services that include special forces training, international weapons sales, and fugitive recovery. “This is really a chance for them to expand their operation,” said Smith. “Like a lot of companies they’ve decided to get into another thing closely related to what they do and that’s what they’re doing.”
Jail officials say they did the research prior to signing the agreement and the group is legitimate. The security firm plans to expand the 464-bed facility to 1,000 soon and fill the building by mid March and officials also plan on providing a homeless shelter, animal shelter, and state-of-the-art forensic lab in Hardin as well as a facility where they can train domestic and international police officers.
Smith says the facility will hold minimum and medium security federal prisoners and that the contract calls for 80% of the prison jobs to go to people living in and around the Hardin area.

HARDIN, Mont. (CBS/AP) This is the strange story of how American Police Force, a little known company which claims to specialize in training military and security forces overseas, has seemingly taken control of a $27 million, never-used jail, and a rural Montana town’s nonexistent police force.
After arriving in this tiny city with three Mercedes SUVs marked with the logo of a police department that has never existed, representatives of the obscure California security company said preparations were under way to take over Hardin’s jail, which has no prisoners.
Significant obstacles remain – including a lack of any contracts to acquire prisoners from other jails or other states.
And on Friday came the revelation the company’s operating agreement for the facility has yet to be validated – two weeks after city leaders first unveiled what they said was a signed agreement.
Still, some Hardin leaders said the deal to turn over the 464-bed jail remained on track.
The agreement with American Police Force has been heavily promoted by members of the city’s economic development branch, the Two Rivers Authority. Authority Vice President Albert Peterson on Friday repeated his claim to be “100 percent” confident in the company.
The lead public figure for American Police Force, Michael Hilton, said more than 200 employees would be sought for the jail and a proposed military and law enforcement training center.
That would be a significant boost to Hardin, a struggling town of 3,500 located about 45 miles east of Billings. An earlier announcement that a job fair would be held during the last week never came to fruition.
The bonds used to pay for the jail have been in default since May, 2008.
Hilton also said he planned a helicopter tour of the region in coming days to look at real estate for a planned tactical military training ground. He said 5,000 to 10,000 acres were needed to complement the training center, a $17 million project.
But the company’s flashy arrival this week stirred new questions. The logo on the black Mercedes SUVs said “City of Hardin Police Department.”
Yet the city has not had a police force of its own for 30 years.
“Pretty looking police car, ain’t it?” Hardin resident Leroy Frickle, 67, said as he eyed one of the vehicles parked in front of a bed and breakfast where Hilton and other company representatives were staying. “The things you hear about this American Police, I don’t know what to think.”
Hilton said the vehicles would be handed over to the city if it forms a police force of its own. The city is now under the jurisdiction of the Big Horn County Sheriff’s Office.
After meeting briefly with Hilton on Friday, Mayor Ron Adams said he wanted the police logos removed.
“This helps, but it doesn’t answer everything until the contract is signed,” Adams said. “Talk is cheap.”
Hilton said the company’s arrival in Hardin would help allay such concerns. And he promised that on Feb. 1, 2010, Hardin would receive its first check under a deal said to be worth more than $2.6 million annually.
Little has been revealed to date about American Police Force. The company was incorporated in California in March, soon after Hardin’s empty jail gained notoriety after city leaders suggested it could be used for the Guantanamo Bay terrorism detainees.
Members of Montana’s congressional delegation say they have been closely monitoring the events in Hardin, but the city has largely been going it alone.
In the two years since the jail was built, city leaders have clashed repeatedly with the administration of Gov. Brian Schweitzer, who opposed efforts to bring in out-of-state prisoners.
After then-Attorney General Mike McGrath issued a 2007 opinion saying prisoners from other states were prohibited, Hardin successfully sued the state.
Despite the city’s contention that the state has continued to foil its efforts to find prisoners, Montana Department of Corrections spokesman Bob Anez said his agency is no longer involved. “That’s water under the bridge,” Anez said.
On Friday, American Police Force announced its first local hire: a reporter for the Billings Gazette, Becky Shay, who has covered events surrounding the jail since its construction. She will be the company’s spokeswoman for $60,000 a year.
Shay said she intended to bring new transparency to the process, but declined to directly answer the first question posed to her: Where is American Police Force getting the money to operate the jail and build the training center?
“I know enough about where the money is coming from to be confident signing on with them,” she said.
Gazette Editor Steve Prosinski said he was first informed about Shay’s decision to leave the paper on Friday. “We weren’t aware that she was talking with them about employment,” he said.
Hilton said he also had a job discussion with Kerri Smith, wife of Two Rivers Authority Executive Director Greg Smith, who helped craft the deal to bring American Police Force to Hardin. Greg Smith was placed on unpaid leave two weeks ago for reasons that have not been explained.
Kerri Smith is one of two finalists in the city’s mayoral race. Hilton said he asked her to call him about possible employment if she did not win the race.
Kerri Smith could not be reached immediately for comment. A message was left by The Associated Press at a theater owned by the Smith family. Her home number is unlisted

This man is a criminal who will run a facility for criminals. They have not reported how Becky Shay the reporter who wrote critical stories of APF now is their mouthpeice. She wrote her last story on Thursday of the previous week. By Friday she was working with them driving a new car,60,000 a year,a down payment on a new house and who knows what else. There is also info coming out how this will house vaccination refusements from surrounding counties. That is why there are no prisoners contracted for this facility. Katie Couric will not touch this with a ten foot pole and be critical of this. The inconsitencies outweigh any justification of this. Besides it is a breach of our freedoms. Mysterious Private Security Firm Gets Control Of Empty Jail In Small Montana Town
The state legislature is looking into the matter and residents of Hardin, MT, were alarmed last week when executives from the firm, American Police Force, showed up in the town, which does not have its own police department, with Mercedes SUVs bearing “City Of Hardin Police Department” decals.
And the town has had to tamp down reports on conspiracy Web sites that APF plans to impose experimental H1N1 vaccines on residents under threat of quarantine in the jail.
Under a lease signed with Hardin, APF, based in Santa Ana, California, and incorporated just six months ago, is now in control of a 400-bed detention facility the town built a few years ago but never used, a town official confirmed to TPMmuckraker today. The town reportedly stands to make over $2 million per year.
Just what American Police Force plans to do with the detention facility, which comes with 50 acres of land in the small south-central Montana town, is unclear. Also not clear is who, if anyone, APF plans to put in the jail. (Watch a video tour of the jail here.)
Hardin, which is in default on the bonds it used to build the jail, recently undertook an unsuccessful campaign to make the jail a new home for Gitmo detainees. When that failed, the town turned to APF
The 10-year contract that is now awaiting final approval of lawyers gives APF the option of building a training facility, said Al Peterson, spokesman for the Hardin economic development authority. APF has said it plans to invest $30 million in the site, including $17M in the training facility, where law enforcement will get sniper training and learn “DNA analysis” skills.
And where is American Police Force getting the money for this venture? Company spokeswoman Becky Shay — until about a week ago the Billings Gazette reporter covering APF — says they are no plans to answer that question. She did not respond to a request for comment.
The matter has attracted the attention of the Montana state legislature, which is seeking more information about the arrangement between Hardin and APF. The committee that deals with legal matters will send a letter to Hardin officials to get more details on the deal, Representative Bob Ebinger (D) tells TPMmuckraker.
“Because of the apparent secretiveness of this, it gives the far right and far left to come up with all kinds of ideas. That’s why I’d like to see some clarification,” Ebinger says.
Peterson, the Hardin official, says the controversy sparked last week when APF executives appeared in black SUVs marked “City Of Hardin Police Department” was a misunderstanding of an act of goodwill by the company. The decals were taken off within the day, he says.
Peterson hopes lawyers will approve the contract by next week, and at that point, a press conference is planned and the contract will be made available. Asked if he knew about the background of APF and what they do, Peterson replied: “No comment.”
Visitors to APF’s Blackwater-esque Web site listen to Ravel’s Boléro and peruse a menu of services that include: harbor patrol threat interdiction, interdicting terror activity, interdicting weapons of mass destruction, international airline security, cheating spouse investigations, polygraph testing, kidnapping response, weapons sales including “Nuclear/Biological/Chemical (WMD),” and, finally, private investigative services that draw on “vast global network of highly ranked officers and government officials.”
APF’s double-headed eagle coat of arms appears to be the same as Serbia’s Prince Aleksandar Karageorgevich, Raw Story points out. And the AP reported that a lawyer for APF describes the firm as “a fledgling spin-off of a major security firm founded in 1984.”
Late Update: Yet another strange development: This page on APF’s Web site brags about “our extensive tactical firearms training facility, the U.S. Training Center.” But the U.S. Training Center is part of Xe, nee Blackwater. And Xe spokeswoman Stacy DeLuke told us there is no affiliation between Xe and APF.

“Always when things are secretive, you end up getting everybody — on both the right and the left — making suppositions about what’s going on,” said Ebinger, a Democrat from Livingston.
Ebinger and other members of the Legislature’s Law and Justice Committee said they would ask Hardin officials to provide more information about the company.
In addition to taking over the 464-bed, $27 million jail, the company has said it will sink $17 million into a military training center and is seeking 5,000 acres or more for a live-fire training ground.
Company spokeswoman Becky Shay said there were no plans to reveal the project’s financial backers.
“We’re still sitting tight,” said Shay, who took the job with American Police Force last week after abruptly leaving the Billings Gazette, where she had written extensively about the jail over the last several years.
Hardin built the jail two years ago as an economic development project but was never able to find any prisoners.
Its agreement with American Police Force — worth at least $2.6 million a year — has yet to be validated by U.S. Bank, the trustee on the construction bonds used to pay for the facility.
Those bonds went into default in May, 2008.

Detainment Camps Going Live: FEMA Seeking Subcontractors to Provide “Temporary Camp Services” In All 50 States

For the better part of two decades FEMA detention camps were believed to be a figment of tin foil hat wearing conspiracy theorists. As more information over the years has been made available through alternative news researchers like Alex Jones in his full length documentary Police State 4 and former governor Jesse Venutra’s FEMA camp exposé, it is becoming increasingly clear that the government has been taking steps for quite some time to ensure a rapid and effective response in the event of a national disaster or U.S. military deployment on American soil.
As many of our readers know, the U.S. Senate recently passed the National Defense Authorization Act, which, it has been argued, authorizes the establishment of domestic war zones and the subsequent detention of those who are suspected of engaging in terrorist-related activity – including, arguably, U.S. citizens. What you may not know, however, is that just days after the passage of the act reports are surfacing that the Federal Emergency Management Agency, under the auspices of the Department of Homeland Security, is requisitioning private contractors to provide services for government, defense & infrastructure pertaining specifically to FEMA activities with respect to emergency services.
At first glance, this may seem like no big deal. Why shouldn’t the government prepare for emergencies?
However, a review of an email made available through Info Wars from Kellogg, Brown & Root Services (KBR), a subsidiary of mega government contractor Haliburton, notes that the contracting opportunities available through the government and KBR are specifically for “temporary camp services and facilities.”
Key Excerpts from the email and Project Overview:
-Kellogg, Brown and Root Services (KBR) is seeking subscontractors on a national basis to provide temporary camp services and facilities as part of its current and future emergency services contracts for the Federal Emergency Management Agency (FEMA), U.S. Army Corps of Engineers (USACE), and state/local government agencies.
–The continental US will be broken up into five regions – Services will be required in each State within each region.
-Establish services listed below within 72 hours for initial set-up and respond within 24 hours for incremental services. This is a CONTINGENCY PROJECT and it should be stressed that lead times will be short with critical requirements due to the nature of emergency responses.Subcontractors must be flexible and able to handle multiple, shifting priorities in an emergency environment. Supply lines needed must be short but not necessarily pre-positioned.
-The personnel on site to be covered by these services will depend on the size and scope of the recovery effort, but for estimating purposes the camp will range in size from 301 to 2,000 persons for up to 30 days in length.

For all intents and purposes, FEMA / DHS is now activating camps across the nation – in all 50 states – and ramping them up for detainment if and when the need arises.
Security, while not mentioned in the KBR release, is an issue addressed previously under guidance of the U.S. military. In an August 2009 report we highlighted that the Army is Hiring for Internment/Resettlement Specialists, in which we noted:
It seems that the US Government is preparing for a high volume of military prisoners. We suspect these will not be foreign nationals, as we either kill them or detain them outside of the USA. So, one must conclude that these corrections, interment and resettlement specialists will be supervising US citizens. The military is calling them internment camps or resettlement camps. Back in World War II they were called by a different name.
Additionally, we have learned over the last couple of years that FEMA has requisitioned manufacturers for 140 Million Packets of Food, Blankets, and Body Bags, while the U.S. military is Actively War Gaming ‘Large Scale Economic Breakdown’ and ‘Civil Unrest’ which includes training for over 20,000 US military personnel for contingencies that may include riots and/or mass detentions.
While mainstream media will not report this, and most of the population will either ignore it or chalk it off as being once again blown out of proportion by the alternative news sphere, the evidence is right in front of us – it is overwhelming and very compelling.
Our government is, without a doubt, preparing for an event(s) that will likely result in the mass detentions of tens of thousands of individuals across the entire United States.

Rex 84
Rex 84, short for Readiness Exercise 1984, was a secretive “scenario and drill” developed by the United States federal government to suspend the United States Constitution, declare martial law, place military commanders in charge of state and local governments, and detain large numbers of American citizens who are deemed to be “national security threats”, in the event that the President declares a “State of Domestic National Emergency”. The plan states that events that might cause such a declaration would be widespread U.S. opposition to a U.S. military invasion abroad, such as if the United States were to directly invade Central America.[1][2][3][4][5][6] To combat what the government perceived as “subversive activities”, the plan also authorized the military to direct ordered movements of civilian populations at state and regional levels.[7]
Rex 84 was written by Lieutenant Colonel Oliver North, who was both National Security Council White House Aide, and NSC liaison to the Federal Emergency Management Agency (FEMA), and John Brinkerhoff, the deputy director of “national preparedness” programs for FEMA. They patterned the plan on a 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which proposed the detention of up to 21 million “American Negroes”, if there were a black militant uprising in the United States.[1][8] Existence of a master military contingency plan (of which REX-84 was a part), “Garden Plot” and a similar earlier exercise, “Lantern Spike” were originally revealed by journalist Ron Ridenhour, who summarized his findings in an article in CounterSpy.[9]
Transcripts from the Iran-Contra Hearings in 1987 record the following dialogue between Congressman Jack Brooks, Oliver North‘s attorney Brendan Sullivan and Senator Daniel Inouye, the Democratic Chair of the joint Senate-House Committee:[10]
[Congressman Jack] Brooks:Colonel North, in your work at the N.S.C. were you not assigned, at one time, to work on plans for the continuity of government in the event of a major disaster?Brendan Sullivan [North’s counsel, agitatedly]:Mr. Chairman?[Senator Daniel] Inouye:I believe that question touches upon a highly sensitive and classified area so may I request that you not touch upon that?Brooks:I was particularly concerned, Mr. Chairman, because I read in Miami papers, and several others, that there had been a plan developed, by that same agency, a contingency plan in the event of emergency, that would suspend the American constitution. And I was deeply concerned about it and wondered if that was an area in which he had worked. I believe that it was and I wanted to get his confirmation.Inouye: May I most respectfully request that that matter not be touched upon at this stage. If we wish to get into this, I’m certain arrangements can be made for an executive session.
Exercises similar to Rex 84 happen regularly.[11] For example, from 1967 to 1971 the FBI kept a list of over 100,000 persons to be rounded up as subversive, dubbed the “ADEX” list.[12]
The basic facts about Rex 84 and other contingency planning readiness exercises—and the potential threat they pose to civil liberties if fully implemented in a real operation—are taken seriously by scholars and civil libertarians.[13][broken citation]

The thought that righteous America is building hundreds of concentration camps around the country will flabbergast the patriotic supporter. After World War Two, the patriotic morale was at the highest level, after all Hitler and the Axis nations experienced defeat. August 14 2002, Atty. Gen. John Ashcroft’s announced desire for camps for U.S. citizens he deems to be “enemy combatants” has moved him from merely being a political embarrassment to being a constitutional menace.
Ashcroft’s plan was little publicized, but would allow him to order the indefinite incarceration of U.S. citizens and summarily strip them of their constitutional rights and access to the courts by declaring them enemy combatants.

Clinton does not deny the fact that there are foreign troops in America and does not deny the building of concentration camps. His professional political hypnotic rhetoric agrees to “cooperating” with Nato and the UN that supports the New World Order.
The typical crisis needed to launch Marshal Law in America would be threat of imminent nuclear war, rioting in several U.S. cites simultaneously, a series of national disasters that affect widespread danger to the populous, massive terrorist attacks, a depression in which tens of millions are unemployed and without financial resources, a virus pandemic, or a major environmental disaster. The Military complex of wizardry weapons of mass destruction is capable of causing a situation. Even so, deception is crucial to justify Marshal Law to the ignorant that will allow the round of the so-called uprising terrorist.
Currently I believe the New World Controllers want to cause an uprising and are using public preaching actors such as Alex Jones, Jesse Ventura and many more. These public “new agey preachers” may not even be aware the deception, money may be at the forefront.

It is reported that there are over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) when Martial Law is implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general’s signature on a warrant to which a list of names is attached.

FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation. 
The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

The Rex 84 Program was established on the reasoning that if a “mass exodus” of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.
Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. The launch site has had “a flawless failure record” and is rarely used. Norton AFB – (closed base) now staffed with UN according to some sources. Tule Lake – area of “wildlife refuge”, accessible by unpaved road, just inside Modoc County. Fort Ord – Closed in 1994, this facility is now an urban warfare training center for US and foreign troops, and may have some “P.O.W. – C.I.” enclosures. Ft. Benning – Located east of Columbus near Alabama state line. Rex 84 site – Prisoners brought in via Lawson Army airfield. Ft. Mc Pherson – US Force Command – Multiple reports that this will be the national headquarters and coordinating center for foreign/UN troop movement and detainee collection. Ft. Gordon – West of Augusta – No information at this time. Unadilla – Dooly County – Manned, staffed FEMA prison on route 230, no prisoners. Oglethorpe – Macon County; facility is located five miles from Montezuma, three miles from Oglethorpe. This FEMA prison has no staff and no prisoners. ILLINOIS
Marseilles – Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby. Scott AFB – Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is believed to exist. Pekin – This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds. Chanute AFB – Rantoul, near Champaign/Urbana – This closed base had WWII – era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed. Marion – Federal Penitentiary and satellite prison camp inside Crab Orchard Nat’l Wildlife Refuge. Manned, staffed, populated fully. Greenfield – Two federal correctional “satellite prison camps” serving Marion – populated as above. Shawnee National Forest – Pope County – This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs. Savanna Army Depot – NW area of state on Mississippi River. Lincoln, Sheridan, Menard, Pontiac, Galesburg – State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks. Kankakee – Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards.
INDIANA
Indianapolis / Marion County – Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a “red herring”, photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria??), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying/processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility. Ft. Benjamin Harrison – Located in the northeast part of Indianapolis, this base has been decommissioned from “active” use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail. Crown Point – Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility. Camp Atterbury – Facility is converted to hold prisoners and boasts two active compounds presently configured for minimum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis. Terre Haute – Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here. Fort Wayne – This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail. Kingsbury – This “closed” military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his “silence”. Located just southeast of LaPorte. Jasper-Pulaski Wildlife Area – Youth Corrections farm located here. Facility is “closed”, but is still staffed and being “renovated”. Total capacity unknown. Grissom AFB – This closed airbase still handles a lot of traffic, and has a “state-owned” prison compound on the southern part of the facility.

Jefferson Proving Grounds – Southern Indiana – This facility was an active base with test firing occuring daily. Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located “downrange”. Facility is equipped with an airfield and has a nearby rail line. Newport – Army Depot – VX nerve gas storage facility. Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond – large enclosure identified in FEMA-designated city.

El Dorado – Federal prison converted into forced-labor camp, UNICOR industries. Topeka – 80 acres has been converted into a temporary holding camp.
KENTUCKY
Ashland – Federal prison camp in Eastern Kentucky near the Ohio River. Louisville – FEMA detention facility, located near restricted area US naval ordnance plant. Military airfield located at facility, which is on south side of city. Lexington – FEMA detention facility, National Guard base with adjacent airport facility. Manchester – Federal prison camp located inside Dan Boone National Forest. Ft. Knox – Detention center, possibly located near Salt River, in restricted area of base. Local patriots advise that black Special Forces & UN gray helicopters are occasionally seen in area. Land Between the Lakes – This area was declared a UN biosphere and is an ideal geographic location for detention facilities. Ft. Polk – This is a main base for UN troops & personnel, and a training center for the disarmament of America. Livingston – WWII German/Italian internment camp being renovated?; halfway between Baton Rouge and Hammond, several miles north of Interstate 12. Oakdale – Located on US route 165 about 50 miles south of Alexandria; two federal detention centers just southeast of Fort Polk.

Ft. Bliss – This base actually straddles Texas state line. Just south of Alomogordo, Ft. Bliss has thousands of acres for people who refuse to go with the “New Order”. Holloman AFB (Alomogordo)- Home of the German Luftwaffe in Amerika; major UN base. New facility being built on this base, according to recent visitors. Many former USAF buildings have been torn down by the busy and rapidly growing German military force located here. Fort Stanton – currently being used as a youth detention facility approximately 35 miles north of Ruidoso, New Mexico. Not a great deal of information concerning the Lordsburg location. White Sands Missile Range – Currently being used as a storage facility for United Nations vehicles and equipment. Observers have seen this material brought in on the Whitesands rail spur in Oro Grande New Mexico about thirty miles from the Texas, New Mexico Border.

Ft. Bliss (El Paso) – Extensive renovation of buildings and from what patriots have been able to see, many of these buildings that are being renovated are being surrounded by razor wire.
Beaumont / Port Arthur area – hundreds of acres of federal camps already built on large-scale detention camp design, complete with the double rows of chain link fencing with razor type concertina wire on top of each row. Some (but not all) of these facilities are currently being used for low-risk state prisoners who require a minimum of supervision.

Skull Valley – southwestern Camp William property – east of the old bombing range. Camp was accidentally discovered by a man and his son who were rabbit hunting; they were discovered and apprehended. SW of Tooele.

Ft. A.P. Hill (Fredericksburg) – Rex 84 / FEMA facility. Estimated capacity 45,000.
Petersburg – Federal satellite prison camp, south of Richmond.
WEST VIRGINIA
Beckley – Alderson – Lewisburg – Former WWII detention camps that are now converted into active federal prison complexes capable of holding several times their current populations. Alderson is presently a women’s federal reformatory.
Morgantown – Federal prison camp located in northern WV; just north of Kingwood.

Kingwood – Newly built detention camp at Camp Dawson Army Reservation. More data needed on Camp Dawson.
WASHINGTON
Seattle/Tacoma – SeaTac Airport: fully operational federal transfer center
Okanogan County – Borders Canada and is a site for a massive concentration camp capable of holding hundreds of thousands of people for slave labor. This is probably one of the locations that will be used to hold hard core patriots who will be held captive for the rest of their lives.
Sand Point Naval Station – Seattle – FEMA detention center used actively during the 1999 WTO protests to classify prisoners.
Ft. Lewis / McChord AFB – near Tacoma – This is one of several sites that may be used to ship prisoners overseas for slave labor.
WISCONSIN
Ft. McCoy – Rex 84 facility with several complete interment compounds.
Oxford – Central part of state – Federal prison & satellite camp and FEMA detention facility.
WYOMING
Heart Mountain – Park County N. of Cody – WWII Japanese interment camp ready for renovation.
Laramie – FEMA detention facility
Southwest – near Lyman – FEMA detention facility
East Yellowstone – Manned internment facility – Investigating patriots were apprehended by European soldiers speaking in an unknown language. Federal government assumed custody of the persons and arranged their release.
OTHER LOCATIONS IN THE UNITED STATES
There are many other locations not listed above that are worthy of consideration as a possible detention camp site, but due to space limitations and the time needed to verify, could not be included here. Virtually all military reservations, posts, bases, stations, & depots can be considered highly suspect (because it is “federal” land). Also fitting this category are “Regional Airports” and “International Airports” which also fall under federal jurisdiction and have limited-access areas. Mental hospitals, closed hospitals & nursing homes, closed military bases, wildlife refuges, state prisons, toxic waste dumps, hotels and other areas all have varying degrees of potential for being a detention camp area. The likelihood of a site being suspect increases with transportation access to the site, including airports/airstrips, railheads, navigable waterways & ports, interstate and US highways. Some facilities are “disguised” as industrial or commercial properties, camouflaged or even wholly contained inside large buildings (Indianapolis) or factories. Many inner-city buildings left vacant during the de-industrialization of America have been quietly acquired and held, sometimes retrofitted for their new uses.
CANADA
Our Canadian friends tell us that virtually all Canadian military bases, especially those north of the 50th Parallel, are all set up with concentration camps. Not even half of these can be listed, but here are a few sites with the massive land space to handle any population:
Suffield CFB – just north of Medicine Hat, less than 60 miles from the USA.
Primrose Lake Air Range – 70 miles northeast of Edmonton.
Wainwright CFB – halfway between Medicine Hat and Primrose Lake.
Ft. Nelson – Northernmost point on the BC Railway line.
Ft. McPherson – Very cold territory ~ NW Territories. Ft. Providence – Located on Great Slave Lake. Halifax – Nova Scotia. Dept. of National Defense reserve…. And others.
OVERSEAS LOCATIONS
Guayanabo, Puerto Rico – Federal prison camp facility. Capacity unknown.
Guantanamo Bay, Cuba – US Marine Corps Base – Presently home to 30,000 Mariel Cubans and 40,000 Albanians. Total capacity unknown.

U.S. Concentration Camps: FEMA and the REX 84 Program

There over 600 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States.
The Rex 84 Program was established on the reasoning that if a mass exodus of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.
Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.
The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.
A person named Terry Kings wrote an article on his discoveries of camps located in southern California. His findings are as follows: Over the last couple months several of us have investigated three soon-to-be prison camps in the Southern California area. We had heard about these sites and wanted to see them for ourselves.
The first one we observed was in Palmdale, California. It is not operating as a prison at the moment but is masquerading as part of a water facility. Now why would there be a facility of this nature out in the middle of nowhere with absolutely no prisoners? The fences that run for miles around this large facility all point inward, and there are large mounds of dirt and dry moat surrounding the central area so the inside area is not visible from the road. There are 3 large loading docks facing the entrance that can be observed from the road. What are these massive docks going to be loading?
We observed white vans patrolling the area and one came out and greeted us with a friendly wave and followed us until we had driven safely beyond the area. What would have happened had we decided to enter the open gate or ask questions?
This facility is across the street from the Palmdale Water Department. The area around the Water Department has fences pointing outward, to keep people out of this dangerous area so as not to drown. Yet, across the street, the fences all point inward. Why? To keep people in? What people? Who are going to be it’s occupants?
There are also signs posted every 50 feet stating: State of California Trespassing Loitering Forbidden By Law Section 555 California Penal Code.
The sign at the entrance says: Pearblossom Operations and Maintenance Subcenter Receiving Department, 34534 116th Street East. There is also a guard shack located at the entrance.
We didn’t venture into this facility, but did circle around it to see if there was anything else visible from the road. We saw miles of fences with the top points all directed inward. There is a railroad track that runs next to the perimeter of this fenced area. The loading docks are large enough to hold railroad cars.
I wonder what they are planning for this facility? They could easily fit 100,000 people in this area. And who would the occupants be?
Another site is located in Brand Park in Glendale. There are newly constructed fences (all outfitted with new wiring that point inward). The fences surround a dry reservoir. There are also new buildings situated in the area. We questioned the idea that there were four armed military personnel walking the park. Since when does a public park need armed guards?
A third site visited was in the San Fernando Valley, adjacent to the Water District. Again, the area around the actual Water District had fences logically pointing out (to keep people out of the dangerous area). And the rest of the adjacent area which went on for several miles was ringed with fences and barbed wire facing inward (to keep what or who in?) Also, interesting was the fact that the addition to the tops of the fences were fairly new as to not even contain any sign of rust on them. Within the grounds was a huge building that the guard said was a training range for policemen. There were newly constructed roads, new gray military looking buildings, and a landing strip. For what? Police cars were constantly patrolling the several mile perimeter of the area.
From the parking lot of the Odyssey Restaurant a better view could be taken of the area that was hidden from site from the highway. There was an area that contained about 100 black boxes that looked like railroad cars. We had heard that loads of railroad cars have been manufactured in Oregon outfitted with shackles. Would these be of that nature? From our position it was hard to determine.
In searching the Internet, I have discovered that there are about 600 of these prison sites around the country (and more literally popping up overnight do they work all night). They are manned, but yet do not contain prisoners. Why do they need all these non-operating prisons? What are they waiting for? We continuously hear that our current prisons are overcrowded and they are releasing prisoners because of this situation. But what about all these facilities? What are they really for? Why are there armed guards yet no one to protect themselves against? And what is going to be the kick-off point to put these facilities into operation?
What would bring about a situation that would call into effect the need for these new prison facilities? A man-made or natural catastrophe? An earthquake, panic due to Y2K, a massive poisoning, a panic of such dimensions to cause nationwide panic?
Once a major disaster occurs (whether it is a real event or manufactured event does not matter) Martial Law is hurriedly put in place and we are all in the hands of the government agencies (FEMA) who thus portray themselves as our protectors. Yet what happens when we question those in authority and how they are taking away all of our freedoms? Will we be the ones detained in these camp sites? And who are they going to round up? Those with guns? Those who ask questions? Those that want to know what’s really going on? Does that include any of us? The seekers of truth?
When first coming across this information I was in a state of total denial. How could this be? I believed our country was free, and always felt a sense of comfort in knowing that as long as we didn’t hurt others in observing our freedom we were left to ourselves. Ideally we treated everyone with respect and honored their uniqueness and hoped that others did likewise.
It took an intensive year of searching into the hidden politics to discover that we are as free as we believe we are. If we are in denial, we don’t see the signs that are staring at us, but keep our minds turned off and busy with all the mundane affairs of daily life.
We just don’t care enough to find out the real truth, and settle for the hand-fed stories that come our way over the major media sources television, radio, newspaper, and magazines. But it’s too late to turn back to the days of blindfolds and hiding our heads in the sand because the reality is becoming very clear. The time is fast approaching when we will be the ones asking “What happened to our freedom? To our free speech? To our right to protect ourselves and our family? To think as an individual? To express ourselves in whatever way we wish?”
Once we challenge that freedom we find out how free we really are. How many are willing to take up that challenge? Very few indeed, otherwise we wouldn’t find ourselves in the situation that we are in at the present time. We wouldn’t have let things progress and get out of the hands of the public and into the hands of those that seek to keep us under their control no matter what it takes, and that includes the use of force and detainment for those that ask the wrong questions.
Will asking questions be outlawed next? Several instances have recently been reported where those that were asking questions that came too near the untold truth (the cover up) were removed from the press conferences and from the public’s ear. Also, those that wanted to speak to the press were detained and either imprisoned, locked in a psychiatric hospital, slaughtered (through make-believe suicides) or discredited.
Why are we all in denial over these possibilities? Didn’t we hear about prison camps in Germany, and even in the United States during World War II? Japanese individuals were rounded up and placed in determent camps during the duration of the War. Where was their freedom?
You don’t think it could happen to you? Obviously those rounded up and killed didn’t think it could happen to them either. How could decent people have witnessed such atrocities and still said nothing? Are we going to do the same here as they cart off one by one those individuals who are taking a stand for the rights of the citizens as they expose the truth happening behind the scenes? Are we all going to sit there and wonder what happened to this country of ours? Where did we go wrong? How could we let it happen?

Infowars.com has received a document originating from Halliburton subsidiary KBR that provides details on a push to outfit FEMA and U.S. Army camps around the United States. Entitled “Project Overview and Anticipated Project Requirements,” the document describes services KBR is looking to farm out to subcontractors. The document was passed on to us by a state government employee who wishes to remain anonymous for obvious reasons.
Services up for bid include catering, temporary fencing and barricades, laundry and medical services, power generation, refuse collection, and other services required for temporary “emergency environment” camps located in five regions of the United States.
Internment Camp Services Bid Arrives After NDAA
KBR’s call for FEMA camp service bids arrives soon after the Senate overwhelmingly passed the National Defense Authorization Act (NDAA) which permits the military to detain and interrogate supposed domestic terror suspects in violation of the Fourth Amendment and Posse Comitatus.
Section 1031 of the NDAA bill declares the whole of the United States as a “battlefield” and allows American citizens to be arrested on U.S. soil and incarcerated in Guantanamo Bay.
A number of civil liberties groups have come out in strong opposition to the legislation, most notably the Japanese American Citizens League (JACL), the nation’s oldest and largest Asian American civil and human rights organization.
In a letter addressed to Congress, S. Floyd Mori, the national director of JACL, said the NDAA is the first time that Congress has scaled back on the protections provided by the Non-Detention Act of 1971. Mori said the legislation, if enacted and put into use, would be reminiscent of the unconstitutional indefinite detention of Japanese Americans during World War II.

KBR Instrumental in Establishing Camps in 2006
In 2006, KBR was awarded a contingency contract from the Department of Homeland Security, allegedly to support its Immigration and Customs Enforcement facilities in the event of an emergency, Market Watch reported.
The contract was effective immediately and provided for establishing temporary detention and processing capabilities to expand existing ICE Detention and Removal Operations Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs, KBR said. The contract may also provide migrant detention support to other government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster, the company explained.

Army Releases Civilian Inmate Labor Program Document
Soon after KBR’s announcement, a little-known Army document surfaced. Entitled the“Civilian Inmate Labor Program,” the unclassified document describes in detail Army Regulation 210-35. The regulation, first drafted in 1997, underwent a “rapid act revision” in January 2005 and now provides a policy for the creation of labor programs and prison camps on Army installations.
National Emergency Centers Act
In 2009, the National Emergency Centers Act or HR 645 was introduced in Congress. It mandates the establishment of “national emergency centers” to be located on military installations for the purpose of providing “temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster,” according to the bill.
In addition to emergencies, the legislation is designed to “meet other appropriate needs, as determined by the Secretary of Homeland Security,” an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse, as Paul Joseph Watson noted in January of 2009.

Also in 2009, the Army National Guard began posting advertisements calling forInternment/Resettlement Specialists, a fact noted by Infowars.com, Prison Planet.com and other alternative media outlets but ignored by the establishment media.
Precursor: Rex 84 Mass Detention Operation
Rex 84, short for Readiness Exercise 1984, was established under the pretext of a “mass exodus” of illegal aliens crossing the Mexican/US border, the same pretense used in the language of the KBR request for services.
During the Iran-Contra hearings in 1987, however, it was revealed that the program was a secretive “scenario and drill” developed by the federal government to suspend the Constitution, declare martial law, assign military commanders to take over state and local governments, and detain large numbers of American citizens determined by the government to be “national security threats.”
Rex 84 was devised by Col. Oliver North, who was with the NSC and appointed liaison to FEMA. John Brinkerhoff, the deputy director of “national preparedness” programs for FEMA, and North designed the plan on a 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which proposed the detention of up to 21 million “American Negroes” in the event of a black militant uprising in the United States.
DHS Coordinating Occupy Arrests
Following a crackdown by police on Occupy Wall Street protesters around the nation, Oakland, California, mayor Jean Quan mentioned during an interview with the BBC that she was on a conference call with leaders of 18 US cities shortly before a wave of raids broke up Occupy Wall Street encampments across the country. It was later discovered that the FBI, the Department of Homeland Security and other federal police agencies had coordinated the often violent response to the protests.
New York Rep. Peter King, who heads up the House Homeland Security Subcommittee, signaled a sense of urgency when he said the federal government has “to be careful not to allow this movement to get any legitimacy. I’m taking this seriously in that I’m old enough to remember what happened in the 1960′s when the left-wing took to the streets and somehow the media glorified them and it ended up shaping policy. We can’t allow that to happen.”
The federal government responded similarly in the 1960s and 70s when the FBI organized and unleashed its unconstitutional secret police under the covert banner of COINTELPRO.
In addition to the DHS characterizing Americans supporting states’ rights and the Constitution as terrorists, the Defense Department’s Antiterrorism and Force Protection Annual Refresher Training Course in 2009 advised its personnel that political protest amounts to “low-level terrorism.”
Elements of the Police State Coming Together
The KBR document is more evidence that the federal government has established internment camps and plans to fill them with dissidents and anti-government activists that have been demonized consistently by the establishment media.
The NDAA was crafted precisely to provide the legal mechanism for tasking the military to round up activists it conflates with al-Qaeda terrorists. The plan was initially envisioned by Rex 84 and in particular Operation Garden Plot, an operational plan to use the Army, USAF, Navy, and Marine Corp. in direct support of civil disturbance control operations. It has since added numerous elements under the rubric of Continuity of Government, the overall war on terror, civil disturbance and emergency response.
The government has patiently put into place the crucial elements of its police state grid and overarching plan for the internment of political enemies.
We are quite literally one terror event away from the plan going live. As the DHS and the establishment media keep telling us, the next terror event will be on American soil and not the work of al-Qaeda but domestic patriot political groups. The FBI has specialized in creating domestic terrorists – or rather patsies – and shifting the blame over to their political enemies.
